Why does it need to have hull ID?

It doesn't need its current HIN so I'll take it off. But does a new owner need one to use it on Lake Tapps, Lake Washington up north... with a motor... ?

How can someone get clear title to register it?

Depending how the boat will be used by the future owner will depend if it needs to be registered. See exemptions
