It was probably 6 or 7 feet under water at high tide.
Maybe not that odd considering I spotted this on a beach in Ireland last week

From the photograph It appears that its belly is ripped open. Beyond the resident (Southern Resident Killer Whales -> salmon eaters and Bigg's = Transient killer whales (marine mammal predators), there is a 3rd type of killer whale, "the offshores". These killer whales are known for consuming the lipid-rich livers of sharks.

Not odd, weird or strange, but for how many seagulls there are on Puget Sound you rarely see a dead one on the beaches.
