They seem pretty common September through November, depending on the specific spot and weather patterns.

Super late everywhere. I saw a ton of them coming off my local river in Eugene.

Late this year, and late last year. At least in WA--they were more on time in ID this year. Can't really explain it, other than having a ridiculously warm September this year.

I saw a couple yesterday on the D. I think temps have been a bit warmer than average, so maybe that's why they are still around.

I started seeing them in August this year, but not in great numbers. As long as it's a relatively warm fall, November hatches are very normal.
