I don't have a universal rule for this. Ya gotta size things up. I frequently do say something, though. Usually a variation of, "Hey I am sure you just didn't realize it but believe it or not they actually closed the river here to all fishing again, sucks I know. I don't get why we can't fish for trout but yeah they did close it, crazy. Anyway bye, have a good one." Sometimes this can lead to more discussion. I actually got into a little mostly friendly but still slightly charged because we're out there with nobody else around and he's got a hilariously large filet knife strapped to his belt conversation, and ended up exchanging info, and the guy looked me up and emailed me later that yeah I was right after all and we should fish sometime!
