SFR What is this picture

The picture is from a NY Times article on an upcoming natural gas shortage (it you can believe it) in Anchorage. The article included this photo of people "fishing" in Kenai River. I cannot figure out what these people are doing. Netting salmon from the shore? I never saw anyone doing anything remotely like this when I have been there.
Anyone have an idea of what this shows?

My guess would be dip netting for smelt - eulachon.

Dipnetting for sockeye in the AK resident personal use fishery. Happens at the mouth of the Kenai and Kasilof every year. One of the few places non-federally qualified users can put up their home pack of fish.
