True... good point. Maybe it's the idea of enforcing them but don't. Avoiding confrontation is the new policy for many agencies. Can't remember or not but they don't enforce payment/ticket on the light rail? Or has that changed? I have only used it once to go to a Seahawk game and it appeared to be a honor system.
I guess I stated that because I feel obligated to pay the fees and taxes, and many don't.
