Seems a little strange to keep the lower river open even at the lower limits if they're getting that many chinook seeing as how the middle section has only been open a week and a half.

I suspect that the majority of the kings are above Gilligan Creek. Maybe not the best decision to open it August 15th.

Preamble says no fishing Gilligan Creek to Dalles Bridge in Concrete but then goes on to say no fishing to Marblemount Bridge. Doesn't look like a very carefully constructed or reviewed regulation.

Ita definitely that guy who mis-id'd a Chinooks fault that the river is closed! And all those successful sporties!! There is zero evidence the tribes caught waaayyyy too many Chinook in their coho sets, and are now scrambling to find impacts!! You'd be nuts to think that.

According to Occupy Skagit (V 2.0) the entire Skagit River is open to CNR fishing. And according to Jim Travers Main Ammendment, it's as open as you want it to be. So there!
