The smallest flat fish lure in a frog color worked very well on Martha lake, pulled behind a boat at about medium speed. or kicked in a float tube or pontoon boat. I didn't always fly fish.

I've had good success with small spoon flies on SRC in Oregon estuaries (thanks @Kfish) though they are a bitch to cast into a headwind...
