The bay had quite a few nets in it yesterday so they probably aren't there to put eyes on now.

The nets have been in hard for a while with just a couple breaks but those jumpers have been there too. And I thought they would be chum too but in the video that looked like a coho. So it got me to wondering

Definitely no help but might it be (least to most likely) : shad.....striped bass... Pacific Coconuts...Green River Pumpkins... even year B-run pinks... or atlantic salmon
