Oh I am. I'm helping fund harm reduction, services, and the myriad other line items that make up the industry.
I was reading this morning and this struck me as really familiar... where have I seen this before????

I still don't really understand why they shut them down.
Agency turf protection. Agencies want the public to suffer from a gov't shutdown so they know and appreciate how important the agency is to their recreation or other needs. So they will expend the extra effort to go around locking gates at campgrounds that they otherwise routinely ignore. It all makes sense under the file of bureaucratic theory.

I would argue they become less relevant if their most visible function is locking you out. It's like a girlfriend who only comes around to pick a fight about your beer drinking. Just go away and I can clear out all this hummus in the fridge and make more room for cold ones. I'll be fine without your policing of my activities thanks.

And it will be like every other government budget/spending bill. Party A insists that a list of things are included or they won't vote yes. Party B says well we will only vote yes if you include our list of things. They haggle back and forth and come to an agreement. Party A got some of their list. Party B got some of their list. And most of the time none of the items on list A or B are actually good for the American public.

Today the house majority threw out it's leader and implemented a one week shutdown
The current continuing resolution on the budget expires in 40 days
