Initial 2023 Roza water supply forecast and diversion update

Roza Irrigation District (link) are lands below the special regs section of the Yakima where the majority of trout fishing occurs.
Yesterday I noticed water in a canal east of Yakima. Given Lake Cle Elum is only at 42% of capacity I suspect no water will be release till it's needed. Generally water doesn't start flowing in the ditches of the Kittitas Valley till 4/7-15 depending on weather, soil moisture as well as snowpack and reservoir storage amounts. Current river flows are so low KRD would have to release some water to fill any ditches but that can change if it warms up.
