Warmwater fish handling....Musky-centric

I love the fact that a guy that works with science and believes science (and I believe him) has strong opinions on closures possibly not helping the cause.
At the 9:44 or so mark "The fear is that some jack-wagon is gonna go out there and snag em." in reference to musky spawning closures. Obviously, different than salmon, but along that same theory.....
Pet peeve of mine is when the state closes water with the hopes of keeping people out. Maybe in some states that is true, but not in WA. We simply do not have enough enforcement to keep all the "jack-wagons" out if the state closes water. You think all the poachers stop poaching when all the real fishermen go home? Obviously, it helps overall angling pressure to close, but when we all go home the jack-wagons come out. More eyes is better in my opinion.
