Non-Fly Surf Casting Setup?

I’ve never fished the ocean beaches with gear, but my eldest wants to.

Say the budget is $600, what setup will see him casting way out into the surf (California - Washington) on the west coast and landing almost anything he hooks?

penn fierce 3 is set up as a beach reel...perhaps better sealed? I also use penn battle 3. They come 2000 to 8000 size around 100 bucks. I fish them on the beach a couple times a week hosed off with fresh water on every use. They have been flawless. I happen to use a 10ft. walleye rod and a 7ft bass rod.
