Redington has some intro packages and is a good company. Echo and Orvis are a couple others to check out. Not up to date on their intro packages but usually have them. There is some others out there but the three I mentioned are reliable. Other might be too. Just none come to mind at this moment.
The 590 CLASSIC TROUT is the bread & butter of trout rods. The medium-fast action presents dry flies accurately and delicately, but still has enough guts to handle nymphs, buggers, and indicators when conditions call for it. It's simply the most versatile rod you can own.

edit: this is not a combo, this is just the rod for $169. But you could pair this with a gift card for his local fly shop to complete the package.
The "Fly Shop's", ( Redding , California establishment ), Signature, Freshwater Combos, are excellent values for the money. Either the "Hat Creek" or the "Fall River" Combos cant be beat anywhere.
Been using them and recommending them to family and friends, for years. After doing this hobby for 40 plus years, Ive got a fair amount of what would be considered older, "high end" rods. I have ended up reaching for my "Hat Creek" and "Fall River" models over all others. They excell in being great Dry Fly Rods!!
IMHO, a person doesnt need to spend any more on a rod/reel combo.
