Thank You, I agree Barney's incompetence - lack of training doesn't have a great track record, and changed my response.
But unpredictability incompetence and can be effective as part of a security strategy.

Airports in the US seem to be very tolerant of carry on bags with fly rods, reels, lines, and flies with modest hook sizes (< 1/0). I've really not had any issues with TSA. Packing gear in rod tubes or carry cases that easily fit into overhead luggage bins helps.

However, once you enter security screening in another country the rules are different. Mexico is very strict about no carry on of fly hooks, fly lines, backing, sharp pliers, even small Phillips head screw drivers. I've heard it is the same traveling in South America.

Also, your carry on bags will be rescreened by security once you enter the airport of a country you are transiting. Dubai, UAE has never given me trouble with my fly fishing gear until this year. I had two back-up fly lines confiscated by security staff there (a mean woman covered in a burka). Deeper in my bag rested my best bonefish and giant trevally reels fully lined up. I distracted her with my best jedi mind trick craft and escaped with both reels intact. Allah is merciful.

Does anyone use Air Cargo nowadays?
If you've got a day or two of buffer and you're not conflicting with temporal surges, air shipping is great. AK air offers 100lbs for $49 anywhere within the state (only for AK residents), and of you have a Known Shipper Number, the west coast rates are pretty good. I would NOT rely on it for non-work time-sensitive shipping or as a replacement for checking baggage, however.
 
I tried to carry on a 37" landing net custom made by my brother in law and they said no dice. Apparently I can hit someone with it. It's no bigger than tennis rackets mostly. I was irate.
Did you try putting it in a tennis racket case? 🤔
 
The major aspect that is upsetting is the complete lack of consistency exhibited. That difference is understandable when having to deal with different countries with dissimilar regulations but for it to happen within one country with parameters mandated by a single entity, in the most obvious case the TSA, the lack of conformity is indeed frustrating. Doesn't seem like it would be that difficult.

Some TSA screeners are great… some are not far off from a sack of potatoes. Entry level job, a little perceived power, and off we go. The bigger issue is at the supervisory level not knowing what official policy states and the lack of willingness to clarify. That being said, I’m looking forward to a fish measuring contest when it comes to alternate Real ID forms… should be fun.
