You walk up to the bank of a river, and there's a guy and his kid(s) fishing.
They have just landed a fish (small res trout) and release it unharmed.
The river is closed to fishing.


You say something?
Say nothing?
Chew his ass out?
Call it in?

Just curious how people would respond.
 
Just calmly point out to the father that the river is closed. Give him the opportunity to do whats' right. If he blows you off and keeps fishing then call it in and make sure you take pics for evidence. Just don't need another kid being raised to think its ok to just do whatever pleases you. Hopefully your polite intervention takes care of it.

I ran into a similar situation a number of years ago on a local kids pond. Fishing allowed by kids 12 and under only. Pond was fenced and the gate entrance had a large sign with the regualtions posted in huge letters in both english and spanish. Took my two boys there one day and several 20 somethings were headed in to fish. I pointed out the regulations and they claimed they didn't see the sign. Which was BS but they did leave.
 
I have had so many adventures with the people fishing closed water, using bait on fly only water.
On every one of those adventures, I always start out with "did ya know" and some say, "No we didn't" others have said "F--k off".
In some cases, I was really glad I was packing a firearm.
Only one time did I call the LEO's
 
Done talking to people fishing illegally or closed waters. Being shown a gun in a holster with an implied threat was enough for me.
 
I often walk to a nearby selective gear boat launch and often see people fishing with bait. I politely inform them of the gear rules. Almost everyone is friendly and stops or changes gear. They all say they didn't know or see the signs, which is likely BS. I also tell them the lake is heavily patrolled by two different wardens, which it is. Sometimes I'll even describe their pickup trucks.

After that, I leave them alone or change the subject. If they tell me to F off, or get snotty, I'll use the business card one of those wardens gave me and call it in. I haven't had to do that yet.
 
It depends on a lot of things. In the OP's example, I would likely politely let them know the river is closed. Probably low risk that the dad would react aggressively. On a trip out west once, I drove an hour to a remote stream to fish for wild, native Apache trout. Very remote place, but when I arrived, there was a young couple (probably early twenties), fishing bait. Clearly illegal. But I thought, I'm planning to hike far from my rental car. If they don't receive my message well, I could be stranded (they could slash my tires or worse), with no way to get help. My wife knew exactly where I was, and would have sent help if she didn't hear from me by late afternoon, but that would have been a really lousy way to end the day for both of us. I could have said something and left, or just left, and called it in once I had cell service, but there goes my one chance to fish for Apaches on the trip, which wasn't likely to be repeated any time soon (if ever). So, I said hello, and fished my way upstream of where they were. I did call it in on my way back to the hotel. Sometimes, you have to exercise good judgment with respect to doing the right thing.
