Dad used to say “They told me it’s the tool you work with, so I grabbed a small one.”
 
My guess it’s for the dog and all his gear so he can carry it all back to his car and not loose anything?
 
Ok like a few others have said, BS. This is manipulated.. blow it up , and then tell us, why are there 3 green diagonal guide lines on the photograph that correlate to the outer edges and the handle of the net???

I think the photo was manipulated by someone who doesn't fish and knows nothing about fishing nets.

It was a card in a bag of tying beads from China... which may explain a lot. Of course the photo could have been created in the US by a photoshop user that has never picked up a fly rod or net...
 
So kinda like the extra-super large condoms dropped over Germany (WW2) marked as medium.
