What is the floatation in the thwarts on an aluminum skiff?

Hi,
I have a 14’ Klamath that I bought used a while ago. Previous owner popped open and hinged on of the thwart seat tops to make a locker. I want to put floatation back in there. Klamath hasn’t let me know what to put back in there. So, whatcha know? Some places on the internet say spray in some how messes up the aluminum and other stuff can break down quickly or get waterlogged. Could I put spray in into a construction bag to keep it from contacting the aluminum? Also, I swear I asked this already but have t found this in a search. Thanks in advance
 
Closed cell foam is supposed to keep water out... But it inevitably gets in... I've got a smoker craft alaskan 15 with what looks to be styrofoam blocks in the same position your referring.
 
Construction off shelf foam is typically open cell, adsorbs water. A 2 part commercial spray foam is closed cell.
Styrofoam depending could work, as well as the pink or blue sheet foam which is closed cell
 
You could fill the space with collapsible water jugs. They put these in small sailing dinghies so that even if the hull cracks open they can't sink sink.
