I think housing prices are inflated because private equity is buying up houses. Not just in disaster zones.That's Shiff's side of the story. Governments always want to meddle and control. It makes perfect sense unless you are a fire victim and need options. No one is forced to sell but the pain of trying to rebuild cannot be underestimated. Our government on the news promises to expedite permitting while holding the insurer's feet to the fire. The reality is we are near year 2 and few homes have been permitted to build and only 30 have actually been built out of 6000 burned homes of RICH people with once average $3.7 mil houses, money, access and power. What chance does the little guy have? Who is going to make a possible market for those who would just rather get on with their lives? A little guy like me isn't going to buy burnt dirt because I can't get my plans through the city any faster than any other little guy. So if you remove institutional buyers or funded PE developers you have no market. That means you the owner of a burnt out lot has no choice but to be bleed dry renting house because your is burnt, spend huge $ getting permitting and contract labor to fight the city while you work, and you still get to pay property tax at least on land value of a few $mill while you have the privilege of waiting for permits. Then you get to fight for contractors to build your house while 6000 others are doing the same thing causing escalation of cost to build. After all this pain and anguish your house is still worth $3.7mil. You gained nothing. Selling out like my friend did in the santa rosa fire was certainly the right play. Not only do you avoid the pain buy taking your insurance co money and buying a new house in a month somewhere else is giving you 2 years of leveraged appreciation. I can't see how rebuilding is economically feasible. Shiff's law will imprison fire victims and keep property tax money flowing at land value pre-fire inflated levels. A low purchase price by PE will reset the property tax to a lower level and the State will loose tax money. Is Shiff's law really about helping fire victims or preserving taxes to government? I think people are just jumping on the anti-corporation anti-capitalism bandwagon and not thinking things through. Selling out is optional. A law against it is taking away victim options and just victimizing them again.

In the US 85% of wild fires are started by dumb humans while only 50% of Canadians are as dumb.The number of fires caused by arson astonishes me. Mental health cases, some, sure, but just jack ass stupidity causes too many as well.
