If you go the swivel seat route you will want to extend the oarlocks

I added this oar riser when I added a Tempress seat and quick release Tempress base.
This particular riser is hard to come bye, but you can find long shanked oar locks at Harbor Marine in Everett, if I remember right. Renzetti, sawyer and others make long shank oarlocks.

Inside the pedestal I used aluminum pieces. One stick to support the bolts left and right side of the seat.

I reinforced my seat base with 1/2" ply (6x6") then thru bolted the swivel before attaching the seat.

Not that I’m aware of. I think they started in Western WA.
