I think it's pretty unrealistic to expect people not to fish a run, they're already on, twice just because some dude parks along the river.
Even if he saw you, maybe he decided to go ahead and hit it again because you were taking a while to get wader'd up. I know I would not be waiting for someone to get all that stuff done.
Some guys take FOREVER! If you expect a piece of that run, especially on a busy river, you gotta be ready man.
