This is a solid suggestion. So much so that you'd think ODFW would include one with the permit (or at least a file to print one out).

Mine is set up like this except the eyebolt is where the welded loop is on this one. The left side in the photo is attached to the transom and theanchor rope goes over the pulleys, through a tube in the back compartment, and up to the foot release mechanism. They are working on my boat next week. I will take a photo when I get it back.
Folks, I was able to get the swivel pulley anchor setup done, just before dark last night. Since I was not sure if the setup was something I would dig, I did not go with the SpinRx Swivel Pulley, due to the cost. However, maybe in the future I might. SpinRx looks like a very well made American product.
I ended up drilling my terminal tie off point, for the anchor line, just about where @Eastside's above picture of an anchor arm, has the welded loop.
On dry land, I can notice a huge difference with anchor pull. Cant wait to try it out on the water.

How about reaching out to some guides or local shops? I can see if I can contact Kate and Justin Crump, not sure if they're on the site or not, but I would think guides may have dealt with this issue before.
Years ago I was in MT, Twin Bridges, hanging out at Dan Rooster Leavens lodge with the guides and they had a client Archie who was there for a month! I had dinner with everyone a couple of nights, and smoked cigars with Archie and other clients. Archie would fish 6 days a week, he was about 72 at the time. The guides would sometimes have to carry him to the boat, since he had trouble with walking on the rocks. He only fished 6 days a week, since he had to go to Butte for dialysis once a week.
I'm sure one of the shops on the Deschutes could tell you or knows exactly who to contact! Also the guys at Project Healing Waters would probably know the answer as well.
Good luck and it's very nice of you to take your friend out! Using a chair in the water may work as well, just have to help him get in and out of the boat. I watched some guys help a gentleman fish the Sky at Ben Howard and he was in a wheelchair.. they just put him in the shallow water and helped him out when he needed help!

Thanks for the suggestions.
Ive been talking with Joe at Koffler and they believe their " Walk Through Magnum Bench Seat " will be able to fit my Fish Rite, with little to no modifications. As soon as I can, I am going to bring the boat over to them for the install. Im pretty sure my wife and my elderlyish friends, will love not having to climb over the Bench Seat, each time they disembark the boat.
