So as not to link drop and run, here are my thoughts.

Karen's failure to protect her spawn from a wild animal, leads to guilt and the desire to place blame elsewhere. Sues port. Probably after talking it out in an echo chamber of Bremelos.

Never been there. How bad is it? Article makes it sound like everything is covered in fish guts and poop. Other than the "infestation" of otters, the description sounds like most salty docks I've visted.
 
It's the Water Bremelo you should be fearing in that township.
 
Ok... I've learned that this is touchy subject here. River Otters are far different from Sea Otters. Apparently River Otters, like most wild animals, can be dangerous to humans. In Northern California they purposefully defecate on the dock lines tied to dock cleats. I don't fault them for that, and can appreciate the humor of it. Last year I witnessed a River Otter, climb up a ladder onto a dock, sneak onto a boat and steal a sandwich in a plastic bag from a cooler, and escape back into the water. When the boat owner arrived a few minutes later I informed him of the caper. Otherwise he would have never known what had happened to his lunch... Here in Anacortes, many yacht owners use a "ring" door security system to scare the little rascals away. I admire River Otters and enjoy seeing them....Sea Otters? Not so much.
