CO is wacko like that. I used to float the Gunny with a buddy years ago. There were stretches of private land that we'd heard stories of folks getting shot at for getting out of a drift boat and wading the river. I hope this guy is able to achieve his goal.

When I lived there land owners would run their fence right across the river.

I have a low opinion of privatizing "waters of the United States," but Colorado and Wyoming are strongly on board with it. It's probably illegal under federal law, but the CO courts are owned by the people with money, who are the people who privatize the rivers. I wish the guy well, but it looks like a long odds battle.
