MA 9 wild coho retention and October closure

Why is MA 9 closed for coho fishing in October yet wild coho retention is allowed the last week of September?

Also my thought is that keeping wild coho in MA9 will reduce chances of catching wild coho in the future. Is that a correct assumption? The true wild coho (not the non fin clipped hatchery imposters) seem to fight better and be deeper, thicker and a better fish in general than the hatchery coho.
 
I would never advocate for less opportunity especially these days. But I do think we should err on the conservative side when it comes to the S rivers. Since it was not very long ago we were told of under escapement on the Snohomish system. And it seems there is plenty of hatchery coho to go around right now.
