Low Lake Turnover?

I'm a stillwater rookie so bare with me. I have a book by Brian Chen where he explains about Spring and Fall turnover in lakes. On Thurs. I went to an urban lake and could rarely get my fly in without fouling it on weeds. The water was still rather clear not cloudy and I could see mats of grass browning out on the bottom. The lily pad borders are pulled back also. Fishing sucked with very few strikes. I have had good success here this Summer but it and another nearby lake seem to have just turned off. What do you think? When will local low lakes turnover?
