An interesting article from the Wash Post (can't copy/paste) which outlines the issue of liability vs access. Although focused on mountain hiking, there is no reason to expect that liability issues in CO certainly could impact fishing access

Liability is the issue for the timber co.'s around here.
Litter, vandalism, fire danger.
I was going up to get some garden rocks and here was a new gate across the road so I could get to the mining claim.
There is public land beyond the timber co. land.
I can get the key so I can get to my mining claim, maybe. I haven't ask yet.
