NFR Groundwater?

The wells we get our water from in Moses Lake see their water level drop about 10 feet every year now. My neighborhood gets terrible water pressure, and they're about to build over a hundred new houses here. Locally, the issue has almost nothing to do with those evil foreign countries that inevitably come up in these discussions - but people tend to always want to blame someone else rather than change their own behavior.
 
The more you research the groundwater issue the more topics like the following show up on the future of water. Pretty scary predictions!
There is an endless supply of water in our oceans waiting to be converted to freshwater, a desal industry whose revenue is expected to more than double by 2030....when it comes to water what won't the masses pay for potable water when they have none.

Which is exactly what the British did to the eastern U.S. forests prior to the revolution.
