SFR Don't think this will work

So...the stretchy belt on my Take stripping basket is losing its elasticity. I found a similar one on Amzn and ordered it; a standard 1.5" adjustable elastic belt with G hook clasp.

What arrived today in the mail was this. I feel like it might not work great for wading. The packaging showed how to use it, but not why
I did double check the seller to make sure it wasn't Serial Killers R Us

I’ve got a Redington wader belt that is similar to the belt on the Take baskets. It’s your if you need it.

Apparently I'm not imaginative enough to come up with a use for the above, so I'm returning it and hopefully getting the one I ordered. But I'll keep your offer in mind should some other vaguely disturbing restraint show up again!
