Heat on Earth is dissipated through air and water (convection and conduction). In a vacuum, there are no particles to carry heat away from server racks. A vacuum flask (Thermos) keeps coffee hot precisely because a vacuum is an exceptional thermal insulator. The idea that the vacuum of space offers "free, effortless cooling" is one of the most common misconceptions in physics.

Microsoft has been looking at building them underwater for quite a while. I'm not sure if any have been built. I know the Chinese have been considering them, too.

It's much harder to do in space than has been portrayed by Musk, Huang and others, and costs are high, lifespan potentially shorter, maintenance difficult. They're working on it though, and combined with the rapid militarization of space, I see these two things coming together nicely.

There's more to it than it seems, like most things.
Perhaps it'll get figured out, but there's none up there right now for a few reasons.
Just like there's no hyperloop trains running at high speeds underground tunnels...big ideas often run into engineering.

300,000 yrs ago mankind debuted to a very small audience in Africa.
Nobody was flying 120 yrs ago.
Neil Armstrong did the famous moon walk about 60 yrs ago..... Michael did it in the 80's.
A general purpose microprocessor was available in 1971.
We've already sent a mission to Mars approx. 140 million miles away.
