Charging people for backcountry rescue?

The small volunteer fire department where the last of my family lives charges for backwoods and mountain rescue. they have to cover the western half of a county (18000 people) and several state parks, totaling 290 sq.miles, doing so with a total force of under 500 active members . The money goes to cover fuel , equipment and partial lost wages of the members performing the service.
