Can i even fish the sky?

Pretty straightforward question for yall. I have a friend staying in monroe this week, wants to wet some flies. Catch and release, single barbless, yadda yada...

Is the river itself closed to all fishing or is it just the retention seasons that are janky this year? I'm hoping to mess around reiter and nearby. I've spent the last 2 years loading the fish wa app and I'm not hopeful its gonna finish in 2 days.

I just checked the app and short sections just below and above Reiter appear to still be open. But the main river below the Hwy 2 bridge and the N and S Forks are closed to 11/30. Which seems to agree with what's on the Website for Emergency Rules.

Ok so it is open from the Hwy 2 bridge at Big Eddy up to the forks? Reading that right?
