Any restrictions for rivers not listed in Regs?

I fished many years in Washington. I've seen asinine regs come down the pipe. They closed Boardman creek one year and then opened it another year. They closed another one up stream beyond the falls on Black Creek. This year it isn't closed at all. I wonder if they ever go out in to the world and check things out. Or just look at Google maps. Some falls they can't get to so they just guess. At least it seems that way.

One year me and my BIL parked at the mouth of Boardman Creek and hiked up stream for about three hours. We then fished back down stream it took awhile but we caught plenty of fish. You just have to go where others won't go. It sure was quite that day we did that
 
When they closed many streams a few years ago to protect anadromous fish, they sure killed a lot of fishing opportunities.
One stream in particular that they closed that I liked to fish never got any pressure.
I don’t think in all the years I fished it I ever saw anyone else fishing besides the people I was fishing with.
