Not fly fishing. But I ran across this youtube video of a guy rappelling down a cliff to a cave 25-30 ft above the sea where he fishes, cooks and hammock camps for the night. It's honestly a little crazy looking. I'm sure that the gopro lens perspective makes it looks a lot weirder than it felt...
I could see it just being confusion. Thinking that the third Sat in April was the opener or something. It's not like the WDFW regs are simple to understand.
Up in my neck of the woods they say to call 911 and ask for fish and wildlife. Always seemed a little odd to me.

True, there is more that goes into it. The biggest one has to be human stupidity with fireworks/cigarettes/campfires/etc. But drought is a big driver on its own
If there's less soil moisture plants/trees dry up and often die more frequently. That becomes fuel for fire. And with more of that...
I hate the concept of private water. Hate HATE it. Like, makes my blood boil if I think about it too much.
I also hate jerks who don't understand that people live adjacent to that water. Don't be loud, don't leave trash, don't be a dick, don't race around in your boat.
