Bear Lake in Spokane County

A few of you in and around Spokane are familiar with this lake and probably aware that it has been closed all summer for a complete update to the facilities. What most people are not aware of is that the lake is managed for juvenile anglers and senior anglers and those with a disability. Krusty and I fished it in the spring before it closed and I counted 22 fishermen on the lake. Three of us were fishing legally and the rest completely ignored the regulations.

As I was leaving more were on the way. Parked next to me were 2 rigs with 6 adults and 2 young boys in the 6-8 year range. The two families had 6 spinning rods, tackle boxes, coolers and bait and clearly intended to fish themselves, illegally. With so many lakes in and around Spokane County it is a shame that the only one reserved for kids and the elderly has to be poached by so many adults that should know better. There is no enforcement or warning signs that I have noticed.

The same thing at Medical Lake which is a selective gear only lake. There are always bankies fishing there with power bait and worms and no attempt made to deter them. It would seem that a local enforcement officer could go through there once a day and write enough tickets to generate a decent revenue stream until the poachers got the message and got the hell out.

For you old guys be aware that Bear is now partially open for winter activities which include fishing from the new docks or out of a floating device that you can walk in there. Full completion of the facility is scheduled for May but many of us know how elusive those target dates can be, the contracts seem to be written on sheet rubber.
 
I occasionally see ice fishing on Bear Lake...and little doubt that it will eventually result in a 'thin ice' drowning death. Spokane lowland lakes rarely develop safe ice thickness most winters.

I have no idea why the WDFG appears to ignore blatant 'low hanging fruit' violations at lakes that are quite close to their eastern regional headquarters in Spokane....but I have some suspicions.

For a significant portion of my career I was a control authority manager tasked with enforcing federal and state Clean Water Act regulations. I can assure you that I took my duties quite seriously...and it was a significant source of frustration that we frequently had to fight through our own higher level agency officials to pursue violators...even for obvious and quite egregious transgressions.

Gutless elected folk and their appointed officials simply 'don't want no trouble'. Those campaign contributions require 'morally pliable' officials...so what else is new?

There's the hope that the department will be shamed into spending some time at these two lakes very easily accessed by their officers.

As for 'hotspotting' low levels of WDFG enforcement...I think it's pretty damn obvious to responsible fisherfolk, and probably even more so to habitual violators, that there's almost zero enforcement in the region's many lakes.

The only 'silver lining' to this dismal situation is the dirtbags very seldom use watercraft, and are limited to poaching from the public fishing docks or the minimal shoreline suitable for bank fishing.

write your local wdfg and include some pics or facts. we might be surprised. they have some enforcement. just need to drive by...

C'mon man-you can't be serious! Hotspotting Bear Lake? It is right on a main highway and well known to most area residents. In fact, the reason it has been closed is because it has so many thousands of visitors each year-many to just walk around the lake-that the existing facilities were inadequate to manage the crowds. A popular place for urbanites to go to get some relief from the city but the roar of the traffic never goes away.

Would you like the names of some other lakes that receive zero enforcement? How about most every other lake in Spokane County, Stevens County and Pend Oreille County?

Us "2 guys" are the principals of the Obscure Lakes Program that have taken it upon ourselves to fish general regs lakes that few fly fishermen bother with and many are largely unheard of. Some have fantastic fishing while others are duds but if you don't try you will never know. We don't share this knowledge and those lakes remain zipper lips only. In addition we fish some very popular general regs lakes that get a lot of pressure but still produce great fly fishing. But "the world" will have to find those lakes for themselves, we aren't talking...
 
They just stocked a local kids pond with 1000 1# trout here locally. There’s never anyone there and it’s surrounded by lawn and no trees. I got all excited when I saw that seniors could fish there also. Then I found out a senior for fishing is 70 yrs old. Next Winter I guess…

Lincoln, Adams, Ferry, Okanogan....not sure about Grant. Oh, and rivers??? Yeah, the Spokane, the Little Spokane, the Colville, etc. etc. I've had the poacher hotline on speed dial for a long time. Started when I saw a young woman in a kayak at Amber with at least 12 big fish, slingin' bait. I always leave a message.

Sorry guys, I know an enforcement case takes a lot of effort and time, and they're busy with "egregious violators." Violations seem to be more and more egregious. Someday maybe east side resident fish will rise to the priority level of somebody, somewhere. I don't see the boys out much, even checking licenses.
