Good luck, Wayne. I tried to get the "launch" improved at Dry Falls (State Park versus WDFW); a waste of time (who knew that invasive phragmites are good for butterflies? And that there's a sacred, unwritten agreement not to grade the road?). For one other lake and an issue with it, I met with one of the local biologists who has become proactive planning for some repairs (he too faces challenges within his bureaucracy) - you might try working with a specific biologist who works in the areas where you want the launches fixed up.
