You don't need anything extravagant for a frame. You can find lots of these 70s/80s vintage packs/frames on Craig's list for less than $20. They will give you a lightweight frame to bungee the bulky items to.

I agree on trying some inserts before changing boots. I've got Simms Freestones and use one of Dr Scholl's 3/4 length Custom Fit Orthotic Inserts. They keep my plantars fasciitis in check. I use the same inserts in my hiking boots now as well.
