Surf perch are around in the surf (duh!), and also around rocks. Lings and bass might be around the rocks further south, but be aware fishing rocks can be real dangerous. Also there are some marine protection/sanctuary areas around, so make sure to check OR regs on where they are. SRC season...

Vibram with studs because 99% of my fishing is walk/wade. Studded rubber is the best compromise you can do if you are walking and wading. It's not the best, but not total disaster, either. If I had a raft/boat, I'd probably wear a pair of studded felt soles because they are superior in the water.

If you want to keep pushing this, I would try Backcountry Hunters and Anglers. These are the type of issues that they like to take up.

Probably the best way to get rid of shad, pike, walleye, and bass is to make a market for them.

I would get a full 10' T11 tip (can be cheaper!) and a 5/5 T11 MOW tip. Just 10' of T11 might be fine for you all winter.
