Yeah, it's the same everywhere. I have friends that live in Arkansas that are white water junkies, they can't wait for the next flood. :D But usually they run in packs and have their own support crew and ability to self-rescue.

The Scientific Angler Spey Lite series are my favorite, they have both heads and integrated lines for both Skagit and Scandi up to 420gr. Also the Airflo Scout series are really good for switch rods.

Salmo G makes a good point about fee recurrence in years with escapement below the threshold for a season. I would not be happy paying an enhancement fee if there wasn't a fishery. Sounds like there is -no- good option. Especially given WDFW's sketchy negotiations. Frustrating!

I only used 10 -15 bucks as a reference point. There are lots more fishermen and lots more miles of river to patrol on the Big C, esp when you include tributaries like Methow and Wenatchee. I don't know the actual numbers, just the process I'd follow for beginning the discussion.

Little that WDFW does seems logical, but if it were me I'd lay out all the essential monitoring expenses and a reasonable projection for how many endorsements they would expect to sell. Divide expense by projected sales gives at least a reasonable starting point for discussion. If I remember...

Some people's stoke is tied to the length of their rod (and line) and the volume of their reel. Since there aren't many anadromous fish left to catch this personal stoke is about all they have left. ;)
