A trick to wading and fishing inside boats like this is to drop the anchor lightly which will keep the stern upstream. You just need to push a bit with your legs as you fish downstream. I have done it for decades.

You could use cam straps going around the tubes where the foot rest attaches and carabiner the footrest to the cam straps.
