Do not glue. under the locking swivel is a opening that needs to be pried open. Inside is a nut that came loose. the cap is the oblong with ridges to lock against the rope. Just use a small screwdriver to pry it up.

Have you checked out conveyor rollers for packages? Used them at post office.
