It’s foam with a “cloth material” of some kind. Kinda hard to explain, since I don’t know what it is…at least it feels like a cloth -like material to me.

I'm not to proud to tie one of these on @Long_Rod_Silvers , like @jaredoconnor mentioned, it's just a caddis pupa to me. And they work.
